The Institute is in its founding year: no endowment, and no processed gifts. The published record is a working paper, a formal model offered for refutation, and a mechanism aimed at an externality measured in the trillions.
What a gift underwrites is the work that has to exist before any contractor can be asked to adopt the Mandate. The Certification Authority’s governance. A conflict-level index documented in public. Independent modeling of where peace investment would flow. An institute stable enough to hold the argument where economists, ministries, and editors will actually read it.
I read the letters myself. A letter is a conversation. It is not a pledge, and nothing on this page moves money.

Governance
Convene the working group that designs the Certification Authority and drafts the public method for the conflict index.
Measurement
Commission independent modeling of full-scale flows, including who would receive the investment.

Keep the working papers in public, under formal scrutiny, rather than as a private memorandum.

Give the founding publication a stable home: correspondence, editing, and the ability to answer a serious critic.
